Google Merchant Centre Promotions is a free tool that Google offers to promote your products on Google Shopping Ads. These promotions appear as a special offer with a link to catch the customer’s attention and encourage them to buy.
Promotions do not alter anything else in the shopping ad. You still need to pay based on Cost Per Click.
Promotions help to boost click-through rates by showing a special offer link to entice people to click. They can also help improve conversion rates as people are more inclined to click on links with offers. Promotions work on desktop as well as mobile devices.
You need an active product feed in Google Merchant Centre to use promotions. Once you have set the product feed, you will need to fill in an interest form which can be found here. Once Google approves your interest form you can create promotions based on any of the offer types mentioned below.

Once you submit your promotion to Google, it will either be approved or rejected. If your promotion is rejected, please update it so that it meets the necessary criteria and policies and resubmit for approval. An approved promotion will start appearing in Shopping Ads.
